Road Maintenance Overview
-
Durango West maintains approximately 2 miles of roads, including 13 cul-de-sacs.
-
1982: La Plata County transferred road maintenance responsibilities to Durango West 1 (DW1), resulting in a significant financial burden for the District.

Funding & Revenue Sources
-
The District funds road maintenance through monthly District User fees paid by residents.
-
State Highway User Funds provide a small percentage of expenses, based on gasoline taxes and a formula for each mile of road. This typically totals between $8,500 and $11,000 per year.
-
For perspective, snow plowing costs usually exceed this amount within 2-3 days during storms.
-

Snow Plowing Budget
-
The District budgets $30,000 per year for snow plowing, which covers approximately half of what it would cost to perform snow plowing in-house.

Challenges & Future Plans
-
Due to limited revenue, road maintenance is becoming increasingly challenging.
-
The District is considering a road rehabilitation bond or loan in the near future.
-
Voter approval will be required for any property tax debt or low-interest bonds used to fund road improvements.
-
A new bond and/or special assessment is anticipated by 2027, as the Board reviews bids to determine the most affordable solution and how to spread this out for enough years to keep fees reasonable.
